Triage, Engagement, and Support Team (TEST)

Dear Campus Community, 

We wish to share some updates regarding our ongoing efforts to provide comprehensive crisis and intervention support for 51ÂÜÀò students. Since 2021, the District has addressed student mental health and safety concerns through a partnership with the Higher Education Assessment Team (HEAT) and Chaffey Connects. HEAT was made possible through the support of a federal grant program. Like many federal grants, funding for this grant program is ending. In anticipation of this, the Office of Administrative Services and Emergency Operations secured long-term funding for a new program to ensure our Campus Police continue to have mental health support as part of its co-response model. 

As of October 31, 2025, 51ÂÜÀò will replace HEAT with a new program called Triage, Engagement, and Support Team (TEST). This program will be offered through an agreement with San Bernardino County Department of Behavioral Health. TEST is similar to other regional law enforcement mental health co-response teams in that it helps connect the campus community with various resources to address behavioral health, substance abuse, and other needs. 

Through the partnership, 51ÂÜÀò will receive a fully funded San Bernardino County social worker to help facilitate TEST through 2030. This individual will be located in Campus Center East (CCE -123), adjacent to the Rancho Cucamonga campus police station. TEST will operate in collaboration with our Chaffey Connects and Social Wellness and Behavioral Support programs.  

At this time, we would like to thank the HEAT team, led by Cheryl Newman-Tarwater, Ray Bercini, Richard Munoz, Alexis Hoffman and Officer Maria Rodriguez, along with our amazing partners at the USC Suzanne Dworak-Peck School of Social Work, Los Angeles Department of Behavioral Health, and the Federal Bureau of Investigation (FBI), for all their hard work in keeping our campus community safe and providing critical threat assessment and resources to people in need of mental health support.

Our co-response model of campus police working with mental health professionals remains a cornerstone of our commitment to public safety and support, and we look forward to providing additional information and training moving forward.
